Chiefs and Commoners in Ghana's Local Democracy

Abstract

Ghana currently serves as Africa's beacon for good governance and
democracy. The country's democratic structures reflect the legacy of a
troubled historical past followed by nearly three decades of reform of
local government. This presentation explores the conflicting roles of
traditional hereditary authorities and elected officials in the struggle
for good local governance. Focusing on the Komenda Edina, Eguafo Abrem
(KEEA) municipal assembly, the paper argues the need to strengthen the
synergy between traditional authorities and their elected counterparts
in ways that build on their respective strengths. As preliminary field
data illustrates, the best way forward seems to be a hybrid approach
that synthesises elements of the two systems.

Mark Moses Mantey is a PhD candidate in the department of Politics and
Public Administration currently researching on "Local Government in
Ghana: Assessing the quality of local governance in improving
participation in decision making and accountability: The Case of
Komenda-Edina-Eguafo-Abrem (KEEA) Municipal Assembly; under the
supervision of Prof. Tom Lodge and Dr. Brid Quinn.
